need someone to be in fear of, someone that would cause some kind of duress to keep you from doing bad things. Hobbes doesn’t think the democracy would work but his ideas for getting you ideas heard are very democracy based. Sharing your ideas with higher up people and having them share their options with the king. People do need some form of government to control them, but they do need to be heard.
