In the beginning of 1998, Independent Council Kenneth Starr began an investigation to discover, or uncover, the President’s relationship with Monica Lewinsky, his intern. It turns out that Ken Starr’s report, along with the President’s grand jury testimony, gave congress enough evidence to impeach President Clinton for obstruction of justice, and perjury.
