will depend on the political will of the US, UK, and France to advocate a reform. While this does not offer any direct political benefit to these countries it will result in less power for China and Russia as well as strengthened international law and a less stagnant UNSC. If the UN is to keep progressing as a politically viable institution in the future it must make reforms in order to allow for that progress.
