If you are online it is your responsibility to use it properly, nobody can force you too. Once law enforcement officials take this seriously everyone else will and that will make a big difference. Police departments need to be equipped with the necessary equipment to prove and prosecute cyber stalkers. With the proper laws and punishments cyber stalking would decrease.
