Congress failed to examine the act completely and take into account all of its many changes. They were so fueled by fear that they neglected their responsibilities and obligations of being thorough with legislation. But maybe Congressmen are right; some of the sections of the Patriot Act are a necessary evil in order to keep our country and its citizens safe.
