Once again, France was ruled under monarchy so the original purpose of the Reign of Terror, to wipe out all traces of counter-revolution, was defeated. In fact, it just swung France back into a dictatorship. If the Reign of Terror were ended earlier, then perhaps Napoleon wouldn't have the chance to rise to power and rule as a tyrant.
