The second states that under utilitarianism, a slave's misery would not matter since overall satisfaction is increased. However, the life of being a slave is so terrible and distasteful that under the theoretical 'veil of ignorance', none of the decision-makers would allow it to exist, as this could include them and would be too much of a risk to take.
