These two Communist and Democratic countries had very different views and ways of ruling their citizens. One feared of expansion, the other feared of the opposing differences. However, they both agreed on keeping the war at a minimum by agreeing to not allow weapons of mass destruction, etc. to come into the war. Hints to the term "Cold War."
