If a country maintains an empire there would be conflict with their democratic ideals.

The people rule democracies and that means one person doesn’t have to make all the decision but every one can vote on what they want to happen in the country. A good democracy would mean there would be no force taken but more reasoning taken place. Countries do not usually maintain a good democracy anyway. They always seem to break a rule of democracy.
