Owens’ plan to increase teacher accountability to students is causing more uproar, uneasiness and stress than effective teaching. The CSAP is not the answer to educational reform efforts within the state, and it can only be hoped another plan is thought of and adopted before the consequences are too much for us to go back and remedy.
